Integrated Budget and Expenditure System (IBEX), MOFED
The Integrated Budget and Expenditure System (IBEX) is an integrated financial management information system (IFMIS) addressing the core functions of public financial management with the flexibility to include other non-core functions. It is a custom built solution using industry standard products and open source frameworks that has been developed to support public financial management reforms in Ethiopia.
The founding partners of Apposit were all previously employed by the Kennedy School of Government at Harvard University as the senior management in the implementation of the automation component of the Decentralization Support Activity Project in the Ministry of Finance and Economic Development. Mr. Adam Abate served as the Director of Information Technology Management and was responsible for developing the IT strategy for the project and managing the development, deployment and support of IBEX in over 250 locations throughout Ethiopia. Mr. Eric Chijioke was the system architect responsible for the technical design and development of IBEX as well as the ongoing product management of the system. Mr. Simon Solomon, as the lead developer, was responsible for many key technical innovations of the product, including but not limited to, a state of the art security framework, a standalone version of the application, and various tools that were critical to the effective management of this complex system and data bank. Mr. Solomon was also key in working with the EICTDA and ETC in enabling the deployment of the IBEX web application on the country’s WeredaNET infrastructure.
